Bigsix66 from the LoTRO forums posted that "A helpful GM took care of the problem for me and unlocked the deed. I asked him if he knew what the cause was. He said that it's a known issue, but they're not sure what causes it. So, if anyone has difficulty with this, merely contact your friendly neighborhood GM."
